At the amateur level, certain small changes can be warranted.
Once beyond the amateur level, its a whole new ball game.

As to measurable returns, it depends on your needs and uses.
For competing in our local turkey shoot, its needed.
For long range sod poodle blasting without dragging out the .223 or Swift, again needed.
For tin can potting and backpacking, no chance.

Or as an “urban sniper rifle” when quiet is more important than power, it has its place. Both Applegate and Cooper lauded the ue of a highly magnified .22 target semi auto for anti riot use.
