Unless an election is widely understood in advance to be a runaway landslide, electronic voting machines can “shade” the vote count to whichever side has control of the programming, and no “outsider” can prove that it was done. Those who own the candidates (and the voting machines) usually get what they’ve paid for, which is why elections absorb so much effort of (and produce so much angst in) those who don’t.
