Regardless of the % risk in any given year, the cost of not hardening the grid is the collapse of civilization and a massive population die-off. My understanding is the price to harden the grid isn’t much more than pocket change as a % of govt. spending. This is not a problem for which the solution is unaffordable. It is just a combination of lack of political will power and an uninformed general public.
