In my region they are everywhere, on corners, streets, shops, ringing on your door etc. If you are big guy they are asking for money (“God bless you sir, we are hungry”), if you are woman they are more aggressive, following you, asking, touching you, sometimes threatening you, sometimes stealing for you.
Women beggars often carrying babies (drugged or filled with vodka, so they don t cry), asking for money.
Like Malgus said, I am not ogre, but when I offer them bread or meal, they do not want it, they want money.
It is mostly organized business here, with leaders and plans.
